On 17 April, the Khmer Rouge took control of Phnom Penh. They forced two million people to move to the countryside.
The country was renamed "Democratic Kampuchea".
Zone commanders ran the country's seven zones under different conditions and resources.

The Democratic Kampuchea government was named with Khieu Samphan as Head of State and Pol Pot as Prime Minister.
National Assembly elections were held and the communist party candidates were elected unopposed. The Assembly met once to approve the constitution.
Starvation occurred in parts of Northwest Cambodia.

| 1977 | |
The regime killed all dissident, moderate and uncooperative communists.
Famine conditions continued but were concealed from the leaders for fear of punishment.
The Khmer Rouge launched military attacks into Thailand, Vietnam and Laos.

| 1978 | |
The Khmer Rouge refused negotiations with Vietnam and the border war continued.
Further extreme purges sparked an uprising in the eastern zone. The rebels were defeated but sought help from Vietnam. Famine conditions continued.
